The values underlying the delivery of services to people with disabilities have changed so that today people with disabilities are required to be treated as full citizens with the same rights of other citizens. This book deals with the nature of the change and its legal and institutional ramifications. As stated in the introduction, 'no resonse to the rights and needs of people with disabilities will be effective unless it simultaneously addresses values, laws and institutions'. The book is designed to encourage constructive debate as all sections of society embrace the implementation of justice for people with disabilities in all areas of life.
