This article should be read in conjunction with the National Health and Medical Research Council's paper (File number 10338). The author argues that the paper has neglected to account for the social nature of disability and handicap. "The arrival of a child with severe birth defects is always a tragedy for the parents and often for other family members" is quoted as an example of dominant social attitudes. The paper highlights the inappropriate and inadequate support services available and argues that bioethical debate fails to recognise the social construction of disability. Keyword: Ethics
