This paper analyses the way in which the notions of 'integration' and 'normalisation' have been incorporated into disability policy to the potential political and economic benefit of government, and to the possible detriment of a significant number of people who have disabilities. Rather than economic productivity the author suggests aiming for cultural productivity - forms of activity which can be personally satisfying, retaining an emphasis on individuality and also functioning at a wider social level, providing people who have disabilities an opportunity to overturn their negative stereotype and to establish for themselves and others a re-valued position in society.
