In this paper, Dr Jackson analyses the cluster housing model. He examines the concept of cluster housing and whether it is likely to meet the needs of people with disability. He concludes that the negative characteristics outweigh the mitigating factors, and that the cluster housing model is likely to do more harm than good to those people living in this form of accommodation.
