These recommendations are primarily based on the report by Judith Cross and Lorraine Zeni (File no. 3042). It is essential that this report be read in conjunction with the recommendations. It argues that advocacy needs to be safeguarded and further developed as a valuable means of protecting and advancing interests of people with disabilities as citizens who are vulnerable to neglect and abuse. The Disability Advisory Committee formulated 32 recommendations, emphasising and providing comment on those recommendations substantially different from those in the Cross/Zeni Report.
