The agency began by formalising its philosophy and mission statement, educating the Board and information seeking. Staff commitment and the support of parents was sought. The agency used to models; direct hire and small group enclave placement. The article looks at both worker and co-worker issues, staff training, job terminations and benefits, and future goals.
