This article explores the underlying causes of the crisis in early intervention and childhood services, and outlines efforts being made to find solutions. In order to make the system effective for all families, the commonalities between the needs of children with and without disabilities should be recognised and acknowledged. Key principles that should underpin the development of an integrated early childhood/ intervention system are outlined, with a concluding discussion on possible implementation strategies and implications for the early childhood system.
