Having studied the interaction of governments and advocates in Canada over the past few years, William Young writes some brief thoughts about the ways in which people have achieved change within their own communities and regions. The change he refers to most is the process of deinstitutionalisation, but also argues that the hints and thoughts provided can be used by any group concerned about a specific issue. One of his main points is that to influence decision makers successfully it is important to show two things: the cost savings of your proposal as well as the values base behind the call for change. One without the other is not powerful enough. He says that bureaucrats will need all this information in order to support your cause.
